Paul McKelvey At The Camp Entrance

I finally figured out what Camp Birch Creek was and what type of job
Paul was doing. The Camp was a Civilian Conservation Corp Camp.
The CCC was created by Franklin D. Roosevelt in 1933 during the
Great Depression, and provided jobs for unmarried men, age 18 to 25.
The CCC provided jobs for these men, to plant trees, build flood barriers,
and maintain roads and trails.
So Paul wasn't considered in the military, he worked as a civilian in the CCC>
Camp Sargeant and Camp Lieutenant?
